1940年（昭和15年）東京生まれ。1964年 東京大学理学部卒業、1966年 同大学院物理学課程修士、1969年 同物理学博士。東大理学部研究生、助手、通産省工業技術院を経て、1997年 理化学研究所に所属。脳科学総合研究センターブレインウェイグループで、脳科学、生物物理学を研究し、脳型コンピューターの開発に携わる。主な著書に『脳・心・コンピュータ』（丸善、1996年）、『愛は脳を活性化する』（岩波書店、1996年）、『脳型コンピュータとチンパンジー学』（ジャストシステム、1997年）など。

Born in 1940 in Tokyo, Matsumoto graduated from the University of Tokyo's department of science in 1964 and then received a master's degree in 1966 and a doctorate in 1969 from the graduate department of physics at the same university. After working as a researcher and assistant in the University of Tokyo's department of science and at the Ministry of International Trade and Industry's Mechanical Engineering Laboratory, he joined RIKEN (The Institute of Physical and Chemical Research) in 1997. His research at the RIKEN Brain Science Institute's Brainway Group focused on brain science and biophysics and he was involved in the development of brain-like computers. Publications include No, kokoro, conpyuta (Brain, Heart, Computer) [Maruzen 1996], Ai wa no wo kasseika suru (Love Stimulates the Brain) [Iwanami Shoten, 1996] and No-gata conpyuta to chinpanji-gaku (Brain-like Computers and the Study of Chimpanzees) [Justsystem, 1997]
