1916年（大正5年）長野県須坂市生まれ。1935年 文化裁縫女学校（現・文化服装学院）研究科卒業後、学校に残り教師の道を選ぶ。1951年 文化服装学院の初代デザイン科長に。1954年 パリに遊学した時に"立体裁断"の重要さを痛感。帰国後、その方法論を広めることに尽力する。1983年 文化服装学院長、1991年 名誉学院長に就任。1997年には須坂市が「小池千枝コレクション　世界の民俗人形博物館」を開館、名誉館長に就任する。
高田賢三、コシノジュンコ、松田光弘、金子功ら、多くのデザイナーを世に送りだし、「ファッション界のゴッドマザー」として敬愛されている。

Born in 1916 in Suzaka, Nagano, Koike graduated from the research course at the Bunka Sewing School for Women (now the Bunka Fashion College) in 1935 and decided to remain at the school to teach. In 1951 she became the first director of the design department at Bunka Fashion College. While traveling in Paris in 1954 she became acutely aware of the importance of draping and dedicated herself to spreading its methodology after returning home to Japan. She became the President of Bunka Fashion College in 1983 and its Honorary President in 1991. In 1997 she opened the Chie Koike Collection - World Folk Doll Museum in Suzaka, assuming the position of Honorary Director. Having trained numerous designers such as Kenzo Takada, Junko Koshino, Mitsuhiro Matsuda and Isao Kaneko, Koike is known as the "godmother of the fashion world."
