京都生まれ。早稲田大学文学部卒。1971年 工作舎設立、オブジェマガジン『遊』を創刊、日本で初めてのエディトリアル・ディレクターとして、超ジャンル的編集と先駆的グラフィズムを次々に生み出し、アート・思想・メディア界に多大な影響を与える。その後フリーとなり、1987年 編集工学研究所を設立、日本文化、経済文化、物語、デザイン、文字文化、図像学、自然学など多方面におよぶ研究成果を情報文化技術に応用・発展させる活動を開始。数多くの企画・開発プロジェクトのプロデュースや監修、演出なども手がける。
近年は、電子ネットワーク上に壮大な「図書街」を出現させ古今東西の知識情報をつなぐプロジェクト「ISIS」を構想中。また小学校から大学までを対象とした教育支援ソフトの開発や、世界初のインターネット上の学校「ISIS編集学校」を開設するなど、編集工学の教育メソッド化にも意欲的に取り組んでいる。
その一方で、ソロ活動としては、日本の歴史文化の思想と技術を伝承するための執筆や、「私塾」スタイルによる連続講義を精力的に展開している。これまで「桑沢デザイン塾」「時塾」「上方伝法塾」「六翔塾」などの場で、日本の「方法の魂」を伝えている。

Born in Kyoto. Graduate of Waseda University School of Letters. Founded publishing house Kosakusha and began publishing Objet Magazine "Yu" in 1971. As Japan's first editorial director, Matsuoka's genre-bending editing and trailblazing graphism exerted great influence in the worlds of art, ideas and media.
Matsuoka later became independent and founded the Editorial Engineering Laboratory in 1987, where he applied research findings in diverse fields such as Japanese culture, economic culture, storytelling, design, textual culture, iconography and physics to the development of information culture techniques. He has produced, overseen and directed numerous plans and development projects.
In recent years, Matsuoka has been formulating the ISIS project linking knowledge and information from all ages and countries in a "street of libraries" over an enormous digital network. Proactive in searching for ways to apply the educational methods of editorial engineering, Matsuoka has also developed educational support software appropriate for elementary through university students and founded the world's first internet-based school, the ISIS Editorial School.
At the same time, he is also active in such solo projects as his prolific writing on ways to pass on the ideas and technologies of Japan's historical culture as well as his numerous salon-style "juku" lecture series. To date, he has relayed Japan's methodological spirit through the Kuwasawa Design Juku, Toki-juku, Kamigata Denpo Juku and Rokusho-juku.
