1952年、米国メリーランド生まれ。1964年に来日し、1966年まで父の関係で横浜の米軍基地に住む。1974年、エール大学日本学部卒業。日本学を専攻、学士号（最優秀等）取得。1972-1973年まで慶應義塾大学国際センターでロータリー国際奨学生として日本語研修。1974年-1977年まで英国オックスフォード大学ベイリオル・カレッジでローズ奨学生として中国学を専攻。学士号、修士号取得。
日本、アメリカ、ヨーロッパ各地で日本と東アジア美術に関する通訳、文化コンサルタント、執筆、講演を行う。美術展示、伝統舞踊、茶の湯、煎茶、華道、書などの文化イベントの総合プロデュース実績も多数。また、日本の各宗教教団の通訳、会議企画、国内外の宗教会議の通訳もしている。２０回に及ぶ自筆の「書」の展示会とイベントを日米で開催。
1986年から1993年までトラメル・クロー社（アメリカ最大の不動産開発会社、本社はテキサス州ダラス市）の日本代表を務める。クロー社と日本の機関投資家との投資、共同開発の企画を担当。1973年、徳島県東祖谷山村に江戸時代中期の民家「ちいおり」を購入。1988年に茅葺き屋根の葺き替えを完成させる。1998年、写真家メーソン・フローレンスと「ちいおりプロジェクト」（非営利ボランティア組織）を発足。祖谷を中心にした「日本の田舎の保存、文化と自然の活性化」が目的。
著書『美しき日本の残像』（新潮社）で1994年の新潮学芸賞（外国人初）。2000年に朝日文庫に。英訳は"LOST JAPAN"(Lonely Planet社、メルボルン、豪州）として刊行。1999年にはイタリア語とポーランド語でも出版された。『犬と鬼−知られざる日本の肖像−』（講談社）のオリジナル"Dogs and Demons"は2001年にアメリカで刊行（ヒル・アンド・ワング社）、韓国でも刊行された。

Born 1952 in Maryland, USA. From 1964 to 1966 Kerr lived at the American naval base in Yokohama where his father was posted. He graduated from Yale University with a major in Japanese Studies in 1974, after studying in Japan at the Keio University International Center on a Rotary Scholarship between 1972 and 1973. Between 1974 and 1977 Kerr majored in Chinese Studies as a Rhodes Scholar at Oxford University's Balliol College, receiving both bachelor's and master's degrees.
From 1986 to 1993, Kerr served as the Japan representative of the Trammell Crow Company (America's largest real estate and development firm), responsible for joint ventures with Japanese institutional investors. In 1988 he re-thatched the roof of the Middle Edo Period farmhouse he purchased during his student days, known as Chiiori and located in Tokushima Prefecture's Higashi-Iyayama Village. In 1998 Kerr was joined by photojournalist Mason Florence in founding the Chiiori Project, a non-profit volunteer organization based in Iya that aims for the invigoration and preservation of Japanese rural life and culture.
Currently dividing his time between Bangkok and Kyoto, Kerr is active as a speaker, writer, cultural consultant and interpreter of Japanese and East Asian art throughout Japan, America and Europe. He has also produced numerous art exhibitions, traditional performances and cultural events in areas such as the tea ceremony, flower arranging and calligraphy. More than twenty exhibitions and events of his own calligraphy have been held in Japan and America.
In 1994, Kerr was the first foreign writer to win the Shincho Gakugei Prize, for his original 1993 Japanese version of Lost Japan (published by Shincho-sha), which was added to the Asaki Bunko paperback series in 2000. The English version was published by Lonely Planet in 1996 and translated into Italian and Polish in 1999. Kerr's 2001 book Dogs and Demons: Tales from the Dark Side of Modern Japan (published in America by Hill and Wang) was published in Japanese in 2002 by Kodansha and has been translated into Korean.
