1948年生まれ。早稲田大学政治経済学部卒業後、同大学経済学部研究科博士課程修了。オックスフォード大学哲学博士。早稲田大学政治経済学部教授を経て、平成10年より国際日本文化研究センター教授。故小渕首相主宰「21世紀日本の構想」懇談会の中心メンバーであった。国土審議会委員。専門は比較経済史。歴史の大きな枠組みについて常識をくつがえす斬新な「文明の海洋史観」を提唱し、注目を集める。また、21世紀の日本文明にふさわしいビジョンとして「富国有徳」を唱え、美しい国土を持つ世界に誇りうる日本列島、庭園の島(ガーデンアイランズ)構想を提唱している。

Born in Kyoto in 1948.
After graduating from Waseda University's School of Political Science
and Economics, Kawakatsu went on to earn his Master's degree from
the same University's Graduate School of Economics. He later received
a doctorate in Philosophy from Oxford University. After teaching
at Waseda University's School of Political Science and Economics,
since 1998 he has taught at the International Research Center for
Japanese Studies. A central figure in late Prime Minister Keizo
Obuchi's Commission on Japan's Goals in the Twenty-first Century,
Kawakatsu is also a member of the National Land Development Council.
A specialist in comparative socio-economic history, he attracted
particular attention with Bunmei no Kaiyoshikan (A Maritime View
of the History of Civilizations), an original work that overturned
established historical thinking. Extolling Fukoku Yutoku (Wealth
and Virtue) as a vision for Japanese civilization in the 21st century,
he promotes a "garden islands" concept for the Japanese
archipelago and its world-renowned natural beauty.
