1971年、愛知県春日井市生まれ。90年、北海道大学文Ⅱ系入学。91年8月に高知の「よさこい祭り」を目にし、「こんな祭りを北海道でも！」と発起。同年12月に学生仲間150人を集めて「YOSAKOIソーラン祭り実行委員会」を発足。92年6月に10チーム1000人の参加者で第１回YOSAKOIソーラン祭りを開催し、20万人の観客動員を記録する。
94年北大経済学部経営学科を卒業後、「YOSAKOIソーラン祭り普及振興会」を設立し、事務局長、理事総括プロデューサーとして普及、発展に努める。98年から現職。また2001年に祭りをサポートするNPO系企業「（株）yosanet」を設立し、取締役を兼務。
「第9回日本イベント大賞新テーマ賞」（93年）、「北海道赤レンガフロンティア大賞」（04年）、「札幌都市景観賞」（99年）、「社会起業家賞」（02年）など受賞歴多数。著書に「YOSAKOIソーラン祭り～街づくりNPOの経営学」（坪井善明氏と共著・岩波書店）

Born in Kasugai City, Aichi Prefecture,
in 1971, he entered the School of Letters at Hokkaido University
in 1990. After seeing Kochi's Yosakoi Festival in August 1991 he
proposed holding a similar festival in Hokkaido. With 150 fellow
students, he founded the YOSAKOI Soran Festival Organizing Committee
in December of that year. The first YOSAKOI Soran Festival recorded
10 teams, 1,000 participants and 200,000 spectators.
After graduating from the School of Economics and Business Administration
at Hokkaido University in 1994, he founded the YOSAKOI Soran Festival
Promotion Association, where he worked to develop the festival as
Director General and General Producer. He assumed his current position
in 1998 and also serves as the Director of Yosanet, Co. Ltd., the
nonprofit-style corporation he founded in 2001.
Hasegawa is the recipient of numerous awards, including the New
Theme Prize at the 9th Japan Event Awards (1993); the Hokkaido Red
Brick Frontier Award (1994); the 9th Sapporo Urban Design Award
(1999); and the Social Entrepreneur Award (2002). He is also author
of YOSAKOI Soran Festival: Managing a Community-building NPO (collaboration
with Yoshiharu Tsuboi; published by Iwanami Shoten)
