1953年 生まれ。慶應大学法学部政治学科卒業後、尾鷲に近い三重県海山町で父親の経営する速水林業を継ぐ。1年後、林業を学ぶために東大農学部林学科へ研究生として入学。1979年から再び家業の速水林業の経営に携わる。林業の機械化を積極的に推進するとともに、「合理的な森林経営と生態系にやさしい森づくりは矛盾しない」を信条として林業経営にあたる。自然環境に配慮した森林経営に与えられる国際的な森林認証「FSC」を2000年に日本で初めて取得し注目を集める。農林水産省「林政審議会」委員、農林水産省独立行政法人評価委員、林野庁「森林・林業・木材産業基本政策検討会」委員、三重県「公共事業再評価委員会」「県立美術館協議会」委員、「地方文系・行政改革調査委員会」委員などを歴任。速水林業代表。日本林業経営者協会理事。

Born in 1953, Toru Hayami graduated
from Keio University Law School in Government and Politics, and
he succeeded his father at the company Hayami Ringyou (Hayami Forestry)
in the town of Kaisan-chou in Mie prefecture near Owashi city. A
year later, he entered Tokyo University's Department of Forestry
and Agriculture as a research student and in 1979 he returned to
his father's occupation of managing Hayami Forestry.
At the same time as he actively promoted the mechanization of the
forestry practices at Hayami Forestry, he managed his company with
the strong belief that "rational forest management and environmentally
sound practices do not conflict." His company drew attention
in 2000 when it was the first in Japan to receive the International
Forestry Certification (FCS) for its environmentally sound practices.
He has been a member of the Ministry of Agriculture, Forestry, and
Fisheries' "Forest Management Commission," a member of
the Ministry of Agriculture, Forestry, and Fisheries" "Independent
Administrative Corporate Assessment," a member of the Forest
Service's "Forest, Forestry, and Lumber Standard Policy Examination
Committee," a member of Mie prefecture's "Public Utilities
Reappraisal Committee" and "Prefectural Art Convention
Committee," and a member of the "Local Fine Arts Administrative
Reform Investigative Committee." He is the President of Hayami
Forestry, and he is on the board of directors of the Japan Forestry
Management Association.
