1962年生まれ。東京大学法学部卒業後、1985年 大蔵省入省。イギリス大使館1等書記官、主計局主査(農業水産係)などを経験し、1999年から富山県庁に出向。生活環境部長などを勤め、日本海学の確立・普及に携わる。 2002年7月より財務省広報室長。 2003年9月より財務省文書課企画調整室長。2004年より東京大学へ出向し、現職の医科学研究所教授。 日本海学とは、環日本海地域を一つの循環・共生体系と捉え、地域・地球の自然環境と人間との関わり等を歴史の中で繰り返されてきた循環・共生システムに学ぶ学問。 参考文献:「日本海学の新世紀1〜5 」(角川書店)

Born in 1962, Nakai graduated from the University of Tokyo Faculty of Law and joined the Ministry of Finance in 1985. While at the Ministry he served as First Secretary at the Japanese Embassy in Great Britain, as a manager responsible for agriculture and fisheries at the Budget Bureau and, beginning in 1999, as a secondee to the Toyama Prefectural offices. There, as Director of the Civil Affairs and Environment Department, he pursued the establishment and diffusion of Sea of Japan Studies. In July 2002 he was named Director of the Ministry of Finance Public Relations Office. Beginning September 2003, he served as Director of the Planning and Coordination Office at the Overall Coordination Division of the Ministry of Finance. In 2004 he was seconded to the University of Tokyo where he assumed his current post teaching at the Institute of Medical Science.
Sea of Japan Studies
A field of learning that understands the Sea of Japan and its surroundings as constituting a single cyclical, symbiotic system, and studies such systems as they have been manifested repeatedly throughout history in the interaction between humans and the regional and global natural environment.
