1969年静岡県生まれ。13歳でBASICと機械語によるプログラミングを独学でマスターし、以後現在まで技術専門誌に寄稿多数。
明治大学法学部卒業後、アンダーセンコンサルティング(現アクセンチュア(株))に入社し鉄道会社基幹システム構築等を経て、1996年12月エンプレックス(株)を設立、取締役に就任。
その後大手プリンタメーカーでのオンデマンドプリンティングシステム構築、大手自動車メーカーでのインターネット対応カーナビ向けコンテンツ開発等のプロジェクトを行った後、「eMplex CRM」の開発責任者に就任。
現在はエンプレックス(株)最高ソフトウエア開発責任者として、同社のパッケージソフト開発全体を統括。
著書に『８０対２０の法則を覆す ロングテールの法則』(東洋経済新報社)。

Born in Shizuoka in 1969, Sugaya mastered programming in BASIC and machine language by himself at the age of 13, and to this day contributes many articles to technical magazines.
After graduating from the Meiji University School of Law, he was hired at Andersen Consulting (now Accenture, Co.), worked on critical system architecture for railroad companies; and in December of 1996 founded eMplex, Co. and assumed the position of Director.
Afterwards he conducted development projects for major printer makers' on-demand printing architecture and the contents of car navi units with internet capabilities for major automobile makers, and then became the development manager of eMplex CRM.
Currently as the highest manager for eMplex, Co's software development he is unifying all the company's package software development.
Publications include "The Long Tail Principle that overturns the 80-20 Principle" (Toyokeizai, Inc.)
