1948年 東京都生まれ。慶應義塾大学工学部卒。スタンフォード大学Ph.D.(工学博士号)。ウィスコンシン大学経営工学科、計算機学科併任準教授をつとめるなど、アメリカ、ヨーロッパで12年間過ごし帰国。エッセン大学(西ドイツ)客員教授、統計数理研究所客員教授などを歴任。一橋大学商学部教授を経て94年4月より現職。99年4月から2002年9月まで、慶應義塾幼稚舎長兼任。
専門は情報組織論、ネットワーク論、コミュニティ論。ボランタリーな組織原理とコミュニティ・ソリューションの可能性を探ることに関心がある。ソーシャルイノベーションにも注目している。
教育改革国民会議委員となったことが契機となり、近年は、初等中等教育システムに関心をもつ。地域コミュニティが作り、運営する新しいタイプの学校である『コミュニティ・スクール』を2000年に提案し、その後、総合規制改革会議等を通じて法制化を推進する。2005年度の法制化後、各地でコミュニティ・スクールの立ち上げや運営の支援をしている。
長野県教育委員(2006年11月まで)、文科省バウチャー研究会委員、文科省学校評価システム研究会委員、構造改革特区評価委員教育部会長、総務省「ネット利用の安全と未来推進会議」主査、総務省「次世代ネットアークアーキテクチャー検討会委員」、など。

[Profile]
Born in Tokyo in 1948. Graduated from the Keio University School of Engineering. Earned his Ph.D. in Engineering from Stanford University. He spent 12 years in America and Europe holding such positions as Assistant Professor in the University of Wisconsin's Industrial Engineering and Computer Science departments before returning to Japan. Also served as a visiting professor at the University of Essen (West Germany) and a visiting researcher at the Institute of Statistical Mathematics. Worked as a professor in the School of Commercial Science at Hitotsubashi University from April of 1994 up until his present job. Served as Principal of the Keio Gijuku Yochisha Primary School from 4/1999 through 9/2002.
He specializes in information systems, networks and communities. He is very interested in deepening the possibilities of voluntary organization principles and community solutions. He is also paying attention to social innovation.
Becoming a member of the National Commission on Educational Reform was a big opportunity for him, and now he is concerned with the primary and secondary education system. In 2000 he proposed a new kind of school called "community schools" created and managed by the local community, and strove to make it law through the General Committee for Regulation Reform. Since they became legal in 2005, he has been supporting the establishment and management of community schools.
Works on the Nagano Prefecture School Board (Until 11/2006), the Ministry of Education, Culture, Sports, Science, and Technology Voucher Research Committee and School Evaluation Research Committee, served as chairman of the Structural Reform Special Region Evaluation Committee's Education division, chief investigator for the Ministry of Internal Affairs and Communications' "Committee for Promoting the Future of Internet Safety" and member of the "Commission for the Investigation of Next-Generation Net Architecture."
